Buying a HP Z420

Hi ALL.

I was planning to buy a hp z420 from a local shop near me. The guy there offers a HP Z420 with E5-1650 v2 3.5 ghz processor

8GB ram(2x4 GB DDR3 1866mhz)

1TB HDD 7200RPM

Now there are three Graphics Card he offers to choose from

1 AMD RX 470 4GB DDR5 256 bit

2 AMD RX 560 4GB DDR5 128 bit

3 Zotac GTX 650 2GB 128 bit

All this for 380 usd

Is it a good build? Should i buy it or if anyone can suggest upgrades. And are these cards worth giving a try . I was ps4 gamer low on budget wanna try pc gaming

Thanks :)

    • Jbigticket23 thanks jb. Here's a slight change of plan. I am increasing my budget going for e-1650 v2 with 256gb ssd, 1tb WD Red, 16Gb ddr 3 ram

And now the big question i m confused between Nvidia GTX 1050 TI 4GB and AMD RX 570 8GB. Which to use?

And i have heard some older server processors bottleneck latest GPUs how accurate is this statement. And how far this above mentioned pc will go.
