I need to Improve my HP Z800 Boot Time

Newbi here. Need some help from the experts on 2 things.... But first I have an HP Z800 with the following config:

        Computer Name:        DESKTOP-U5H2S6T
        Model:            HP Z800 Workstation
        Computer Type:        Desktop
        Manufactured by:    Hewlett-Packard
        BIOS version:        786G5 v03.61
        Processor:        Intel(R) Xeon(R) CPU E5645 @ 2.40GHz (2 processors)
        Enabled Processor Count:24
        Total Memory:        24 GB
Local Storage:        977.11 GB  (3 drives)
Graphics Card & Driver:    NVIDIA GeForce GTX 1660 -- 461.40
        Slots in use:
SLOT 1 (PCI Express Gen 2 x8):    VIA USB eXtensible Host Controller
SLOT 2 (PCI Express Gen 2):    NVIDIA GeForce GTX 1660
Operating System:    Windows 10 (64-bit) - Microsoft Windows 10 Home

And my Benchmarks

        Game 47%, Desk 69%, Work 38%
        CPU: Intel Xeon E5645 - 65.5%
        GPU: Nvidia GTX 1660 - 70.2%
        SSD: Samsung 860 Evo 250GB - 51.4%
        HDD: Seagate Momentus Thin 5400.9 2.5" 500GB - 45.6%
        HDD: Lsilogic Logical Volume 299GB - 66.2%
        RAM: Unknown - 38.1%
        MBD: HP Z800 Workstation

Ok, so here's question # 1.

I believe it takes my computer a lot of time to boot, Total Boot time 1min .19sec  .88msecs to be exact;

Switch On to blue HP screen:                    23.10s
Blue HP Screen to Blue Windows Logo:    42.65s
Blue Windows Logo to log in:                    14.13

Is there a configuration to do this quicker? (went from HDD to SSD and that was a big jump)

And here's question # 2.

My Z800 has native SATA 2 (8 channels of Serial Attached SCSI (SAS) 3.0 Gb/s) and I want to switch to SATA 3. What are the PCIe cards recommended for my build?
