HP z820Thermal Issues- Please Help

I have a z820 that I upgraded to a dual Xeon E5-2687W system. The MOBO is a 708464-001and yea I have the 1125W power supply as well as dual 635868-001/002liquid cooling units.

Special GreenPCGamers for spelling out what I all needed.

I am running Window 10Pro with the sole purpose to use this as Plex Server. 
 

Now to be clear I am NOT a computer expert and only know enough to get by so I’m pretty sure I updated the BIOS correctly. I’ll have to check which bios it has when I’m confident I’m not going to have a nuclear melt down. 

Everything was working great and according to HWMonitor my temps where seemingly normal on all cores (cores 0-1and cores 8-15) until I shut the system down one night. Also I should note the prior to the shut down the fan noise hardly fluctuated and seemed “normal”.

Now I am seeing temps on cores 8-15 in the 80-90F range at idle doing nothing, the fans are fluctuating and sound like they are at wide open throttle. 
 

I do not know what changed but that temp seems very high given what I was seeing for weeks prior even when encoding a dvd to the HDD. I am going to swap the liquid cooling units around and see if the issue follows. Other then that I’m lost for ideas. 
 

Also does anyone know which CPU cores belong to which physical CPU (ie CPU0or CPU1)?
